The proceeds will go to the <a href=\"http:\/\/en.softonic.com\/articles\/after-destroying-local-news-facebook-throws-300-million-at-local-news\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>struggling journalism industry.<\/strong><\/a><\/p>\n<p>The organization compares the proposed tax to a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Carbon_tax\" target=\"_blank\" rel=\"noopener noreferrer\">carbon tax<\/a>. It would transfer wealth from those companies profiting from the spread of misinformation.<\/p>\n<p>Of course, the \u201cwhat should we do about journalism\u201d question has been floating around for years. The question is whether all news should take on the <strong>publicly-funded NPR\/PBS model?<\/strong><\/p>\n<p>Or, should big tech share advertising revenue with the news media, regardless of engagement rates?<\/p>\n<h2>Big tech says they plan on funding journalism projects<\/h2>\n<p>Facebook has <a href=\"http:\/\/en.softonic.com\/articles\/after-destroying-local-news-facebook-throws-300-million-at-local-news\/\" target=\"_blank\" rel=\"noopener noreferrer\">pledged $300 million to help fund quality journalism<\/a>, following Google\u2019s 2018 pledge for the exact same amount.<\/p>\n<p>As it stands, Facebook and Google both <strong>make billions of dollars through ads.<\/strong> This makes it difficult for independent publishers to generate revenue through ads themselves.<\/p>\n<p>Facebook has reportedly put funds aside for media projects. For example, Facebook made a $16 million grant for journalism initiatives such as <a href=\"https:\/\/www.reportforamerica.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Report for America<\/a> and the <a href=\"https:\/\/pulitzercenter.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pulitzer Center<\/a>. Apparently, the platform has some other projects in the works involving\u00a0<a href=\"https:\/\/www.facebook.com\/watch\" target=\"_blank\" rel=\"noopener noreferrer\">Facebook Watch<\/a>. This pays news outlets like BBC, Fox, and ABC to create programming for the social platform.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-135434 aligncenter\" src=\"https:\/\/articles-img.sftcdn.net\/sft\/articles\/auto-mapping-folder\/sites\/3\/2021\/05\/700_Facebook_Watch_opm9ho.jpg\" alt=\"Facebook Watch\" width=\"700\" height=\"467\" \/><\/p>\n<p>Facebook also says it\u2019s working hard to <strong>help news outlets sell subscriptions.<\/strong> This certainly sounds good in theory, but how many subscriptions will people realistically shell out for?<\/p>\n<p>Though this is purely anecdotal, it seems that over the past few months, there has been an uptick in paywalled content.<\/p>\n<p>People might pay for a handful of their favorite publications. However, adding another series of fragmented subscription services to the mix won\u2019t cut it.<\/p>\n<p>One of Mark Zuckerberg&#8217;s Facebook blogs from 2017 discusses the need for <a href=\"https:\/\/www.facebook.com\/notes\/mark-zuckerberg\/building-global-community\/10154544292806634\" target=\"_blank\" rel=\"noopener noreferrer\">quality journalism and civil discourse.<\/a>\u00a0However, the platform still seems to prioritize the viral, often low-grade content that generates ad revenue.<\/p>\n<h2>Big tech endowments could have a negative impact<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-135436\" src=\"https:\/\/articles-img.sftcdn.net\/sft\/articles\/auto-mapping-folder\/sites\/3\/2021\/05\/700_Big_Money_blv7ex.jpg\" alt=\"Big bag of money\" width=\"700\" height=\"467\" \/><\/p>\n<p>There\u2019s no doubt that the state of <strong>reporting is in crisis mode<\/strong>. According to a study from Nieman Labs\u2019 site, communities that lose a local newspaper experience an <a href=\"https:\/\/www.niemanlab.org\/2019\/02\/want-to-reduce-political-polarization-save-your-local-newspaper\/\" target=\"_blank\" rel=\"noopener noreferrer\">increase in political polarization<\/a>.<\/p>\n<p>Big tech\u2019s proposed contribution to local news outlets sounds like a potential solution. However, it might not be the best path toward balanced news.<\/p>\n<p>An article from the Columbia Journalism Review has another stance. While journalism\u2019s financial woes and big tech\u2019s dominance are both important issues, the <a href=\"https:\/\/www.cjr.org\/opinion\/no-facebook-shouldnt-fund-journalism.php\" target=\"_blank\" rel=\"noopener noreferrer\">two shouldn\u2019t be conflated with one another<\/a>.<\/p>\n<p>Yes, big tech does get the ad revenue that news outlets used to get. However, direct funding could <strong>exacerbate the spread of misinformation<\/strong>. Let\u2019s face it, this has caused enough damage already.<\/p>\n<p>Sure, Facebook has begun fact-checking the articles posted to the site. However, there\u2019s still the issue that it&#8217;s in the platform\u2019s best interest to promote the top performing content over important, unbiased news updates.<\/p>\n<h2>What kind of taxes does big tech pay anyway?<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-135437 aligncenter\" src=\"https:\/\/articles-img.sftcdn.net\/sft\/articles\/auto-mapping-folder\/sites\/3\/2021\/05\/700_Money_difference_trq305.jpg\" alt=\"Differences in money\" width=\"700\" height=\"519\" \/><\/p>\n<p>In the U.S., not much. Last year, <a href=\"https:\/\/www.nytimes.com\/2019\/04\/15\/opinion\/corporation-taxes-cohen-russia.html\" target=\"_blank\" rel=\"noopener noreferrer\">Amazon paid exactly $0 in corporate taxes, <\/a>while<a href=\"https:\/\/www.niemanlab.org\/2019\/02\/a-tax-on-digital-ad-spend-cough-facebook-and-google-could-bring-in-2-billion-for-journalism\/\" target=\"_blank\" rel=\"noopener noreferrer\"> Facebook paid about 4%<\/a>.<\/p>\n<p>In the EU, things are a little better, but not by much. The European Commission reports that<a href=\"https:\/\/www.pressgazette.co.uk\/austrian-government-press-ahead-with-tech-tax\/\" target=\"_blank\" rel=\"noopener noreferrer\"> tech companies pay about 9% of their profits.<\/a>\u00a0Traditional companies pay roughly 23% in taxes.<\/p>\n<p>Guardian reporter John Harris brings up a good point. He says that big tech has dramatically changed societies across the globe. However, big tech is doing <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2018\/nov\/11\/tax-big-tech-companies\" target=\"_blank\" rel=\"noopener noreferrer\">little to offset the fallout caused by digital disruptions.<\/a><\/p>\n<p>His piece also highlights the fact that the rationale behind corporate tax breaks doesn&#8217;t quite work with massive tech companies. This is because <strong>they&#8217;re not reinvesting their savings<\/strong> into hiring more people.<\/p>\n<h2>Could a Facebook tax actually happen?<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-101198\" src=\"https:\/\/articles-img.sftcdn.net\/sft\/articles\/auto-mapping-folder\/sites\/3\/2018\/05\/facebook-money-e1555439263289.jpg\" alt=\"\" width=\"700\" height=\"394\" \/><\/p>\n<p>Silicon Valley residents recently <a href=\"https:\/\/www.ourcityourhomesf.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">passed a bill that approved new taxes<\/a> on tech companies to offset the massive income gap. The proceeds go toward fighting homelessness and increasing affordable housing, not journalism. At the end of the day, it&#8217;s one example of<strong> tech taking responsibility for its impact on the community.<\/strong><\/p>\n<p>There are similar efforts currently underway in Austria, Australia, and the United Kingdom. Austria is moving forward with a plan to <a href=\"https:\/\/www.dw.com\/cda\/en\/austria-to-implement-digital-tax-for-tech-giants\/a-46894297\" target=\"_blank\" rel=\"noopener noreferrer\">tax tech giants that generate profits in the country.<\/a><\/p>\n<p>BBC correspondent David Silleto says that extra cash from government tax breaks introduces <a href=\"https:\/\/www.cjr.org\/opinion\/no-facebook-shouldnt-fund-journalism.php\" target=\"_blank\" rel=\"noopener noreferrer\">its own set of political questions<\/a>. Namely, will governments then have the <strong>power to control which stories get published?<\/strong> Will they <strong>suppress balanced information?<\/strong><\/p>\n<p>Obviously, there&#8217;s a lot to consider and a lot at stake. We&#8217;ve already seen the devastating impact on social media, digital advertising, and reliable news sources.
