MSI 2023 London<\/strong> has kicked off with the world’s best League of Legends<\/a><\/strong> teams. Alongside the premiere of the tournament, Riot Games has also released a new update for the game, 13.9 to be exact.<\/p>\n\n\n\n

While we’re still waiting for 13.10, which will be the most important update so far this season, here’s what’s in this 13.9 update for League of Legends.<\/p>\n\n\n

  • Passive damage changes based on max health from 4-10% to 4-12%.<\/li>
  • R has an additional movement speed bonus from 50\/65\/80 to 60\/80\/100.<\/li><\/ul>\n\n\n\n

    Amumu (W)<\/strong><\/p>\n\n\n\n

    • Fixed magic damage per second: 12\/16\/20\/24\/28 -> 20 at all levels.<\/li>
    • Magic damage per second based on health percentage: 1\/1,15\/1,3\/1,45\/1,6 % -> 1\/1,25\/1,5\/1,75\/2 % -> 1\/1,25\/1,5\/1,75\/2 %.<\/li><\/ul>\n\n\n\n

      Swain (Q)<\/strong><\/p>\n\n\n\n

        • Base attack speed increased to 0.67 from 0.6.<\/li>

                  Neeko<\/strong><\/p>\n\n\n\n

                  Passive<\/strong><\/p>\n\n\n\n

                  • New<\/strong>: When Neeko is near a non-epic monster, minion, trap, guardian, or plant for two seconds, he stores his sho’ma. Neeko can click his life bar to become that unit. Click on Neeko’s face to restore his appearance. Click the “X” to remove Neeko’s current sho’ma. Only one unit can be stored at a time\u2026<\/li>
                  • New<\/strong>: The disguise will no longer disappear when taking damage. It will only disappear if the unit you disguised yourself as is dead or you are under the effects of opponent control.<\/li>
                  • Removed<\/strong>: Neeko no longer gains the attack or movement speed of the disguised target.<\/li>
                  • Cooldown<\/strong>: 25-10 sec (depending on level) -> 2 sec.<\/li><\/ul>\n\n\n\n

                    Q<\/strong><\/p>\n\n\n\n

                    • Secondary damage when exploding changes from 40\/65\/90\/115\/140 + 20% HP to 35\/60\/85\/110\/135 + 25% HP.<\/li>
                    • New<\/strong>: Now does 30\/40\/50\/60\/60\/70 bonus damage to monsters with each explosion.<\/li><\/ul>\n\n\n\n

                      W<\/strong><\/p>\n\n\n\n

                      • After casting Duplicate Platforms, Neeko can command activate the ability again to move the clone to another location.<\/li>
                      • The clone now plays the animations and sounds of Q \/ E \/ Dance \/ Joke \/ Provoke \/ Recall \/ Laugh and survives the original’s time.<\/li>
                      • New<\/strong>: Enhanced attacks deal 50 bonus damage to monsters.<\/li><\/ul>\n\n\n\n

                        E<\/strong><\/p>\n\n\n\n

                        • Spiked Tangle damage from 80\/115\/150\/185\/220 + 60% HP to 70\/105\/10\/175\/210 + 65% HP.<\/li><\/ul>\n\n\n\n

                          R<\/strong><\/p>\n\n\n\n

                          • After channeling for 1.23 seconds, Neeko leaps into the air, knocking all nearby enemies into the air for 0.6 seconds. Neeko then falls to the ground with the enemies, dealing magic damage and stunning them for 0.75 seconds.<\/li>
                          • Removed<\/strong>: No longer grants shield.<\/li>
                          • Magic damage from 200\/425\/650 + 130% HP to 150\/350\/550 + 100% HP.<\/li>
                          • Cooldown is changed from 90 seconds to 120\/105\/90 seconds.<\/li><\/ul>\n\n\n\n

                            Kayle<\/strong><\/p>\n\n\n\n

                            • Hit HP Ratio: 25% of HP -> 20% of HP.<\/li>
                            • Surge damage from passive (Divine Ascendancy): 15\/20\/25\/30\/35 (depending on E level) -> 20-41 (depending on champion level, levels 11-18).<\/li><\/ul>\n\n\n\n

                              R<\/strong><\/p>\n\n\n\n

                              • Cast Time: 1.5 sec -> 0.5 sec.<\/li>
                              • Area of Effect Radius: 525 -> 675\/675\/775.<\/li>
                              • Removed: Casting the ultimate on herself no longer reduces Kayle’s range.<\/li>
                              • Invulnerability duration: 2\/2.5\/3 sec -> 2.5 sec.<\/li>
                              • Time lapse until sword drops: 1.5 -> 2.5.<\/li>
