Smarter surveillance keeps spreading, and Yusaku Fujii at Gunma University has a proposal for how to keep some watch on the watchers: VRAIO<\/strong>, an oversight framework for street-camera analysis in Fully Monitored Public Spaces, or FMPS. Its job is to govern how surveillance requests are made, checked, and logged.<\/p>\n

In Fujii’s FMPS model, which uses existing network cameras and encrypted storage, operators would have to name the cameras, the time range, and the purpose before any results leave the system. A separate Recorder<\/a> would then verify and log each request in a tamper-resistant ledger<\/strong>, without ever seeing the footage itself or holding the keys.<\/p>\n\n

Fujii argues that still isn’t enough. A request can look perfectly legitimate, say footage supposedly needed to find a missing child, while hiding a different purpose entirely. So he’d pair the logging system with surprise audits<\/strong> and real penalties, from administrative sanctions to criminal liability and public disclosure, set high enough that getting caught hurts more than the misuse was worth.<\/p>\n\n

Anyone who follows surveillance policy will probably want to read it. Fujii is clear about the limits: VRAIO wouldn’t catch access that happens off the ledger, and it wouldn’t help much if the Recorder itself were compromised. Security still matters.<\/strong> And logs won’t fix bad or unfair rules, which is why he’d want the Recorder to be independent and overseen by multiple parties, possibly with judicial supervision or through some hybrid arrangement.<\/p>\n\n

You can read the paper as a safeguard proposal for FMPS-style deployments, especially since, by Fujii’s count, the surveillance market<\/a> is set to grow from $11 billion<\/strong> in 2026 to $60 billion by 2035, U.S. Department of Homeland Security cases have climbed from 20 to 238, and 75 countries already use automated surveillance. At the same time, the Electronic Frontier Foundation and the American Civil Liberties Union keep warning about the same risks: privacy, bias, and the chilling effect<\/a> on speech and assembly.<\/p>\n
