Meta appears to have backed away from Project OT, an internal restructuring effort that, at least on paper, could have cut some teams by as much as 60%. The idea was to reorganize around automation first: more software agents, smaller groups of people, fewer layers of management, and broader “builder” roles in place of many narrowly specialized jobs.
This went further than the 10% workforce reduction Meta announced in May. A second round, reportedly planned for November, was later dropped by CEO Mark Zuckerberg before the first cuts even started, as concerns grew over whether this model could actually hold up at Meta’s size.
Internal reporting pointed to a mismatch. AI-assisted code changes were up 220%, but the number of new or improved features reaching users rose only 36%. So yes, a lot more code was getting pushed through, but the product gains didn’t keep pace.
The security and reliability picture didn’t help. Reported internal data showed major technical and security incidents up 40%, while time spent fixing them jumped 70%. Employee sentiment also slid hard, from 74% to 55%, with frustration building over the scale of the cuts and over device tracking that monitored keystrokes and mouse movements.
If you’ve been watching how AI is changing work, this pullback says quite a bit.
You won’t be able to download Project OT because it was an internal Meta effort. Meta, though, is still spending at a huge clip, with 2026 capex projected at $130 billion to $145 billion, and it’s still pushing ahead with Project Hatch and the Muse model family.
