Congress, SemiAnalysis, and the Blue Cross Blue Shield Association have all revised their 2024-25, five-year, and through-2030 estimates for AI costs, and the updated numbers point to much higher spending across Washington, business, and healthcare.
In Washington, the projections now reach well into the billions. Congressional estimates say the National Security Agency expects to spend billions on model testing alone. Staffing costs are also climbing as federal agencies compete with AI labs for the same people. Oversight has gotten more expensive too, with current estimates now running into the tens of billions, including $20 million a year for a risk center and $36 million over five years for tracking.
For businesses, the pressure point is token pricing. SemiAnalysis estimates that heavy ChatGPT Pro use would translate to about $14,000 at API rates, Claude Max to roughly $8,000, and agent workflows to as much as 1,000 times the cost of a normal chat.
And those costs don’t suddenly shrink because vendors offer per-task deals or cheaper models like GPT-6 Sol and Luna. SemiAnalysis says frontier systems are still expensive, and they’re also facing tighter cyber restrictions. That goes a long way toward explaining Anthropic’s API margins of more than 80%, OpenAI’s $856 billion compute plan through 2030, and Anthropic’s IPO preparation.
If you pay for AI or healthcare, keep watching. The Blue Cross Blue Shield Association says software-assisted coding added $942 million in 2024-25 compared with 2023, with $653 million tied to secondary diagnoses. Hospitals collected nearly $12,000 more per case, and the share of complex stays rose from 37% to 40% without any increase in treatment. SemiAnalysis adds another warning: total AI costs can still end up at 3 to 5 times the quoted price, because hidden work accounts for about 70% of the spending.

"en-US": "Jesús Pina follows what artificial intelligence is actually changing in the software people use every day, telling apart what already works from what is still only an announcement. What interests him is the practical effect: which tool saves real time, which one stops halfway and which one deserves a second look before you install it. He works daily with AI models inside Softonic's own editorial process, so he knows their limits fairly well.",
