Today, the EPA under the Trump administration proposed rolling back federal power plant emissions rules, removing nationwide greenhouse gas limits for many coal- and gas-fired plants.
Under the plan, the agency would repeal Biden-era standards for existing coal plants and for new natural gas plants. That includes some requirements tied to carbon capture and storage. The administration’s argument is that emissions from fossil fuel power plants don’t justify Clean Air Act regulation in the way the previous administration said they did. Officials say the change would cut compliance costs for utilities. Critics see a different result: a slower move away from coal, and less pressure on gas producers and plant operators to spend on cleaner systems.

The administration says the rollback would help grid reliability, ease regulatory burdens, and keep electricity more affordable. Critics say the country could end up with older, dirtier plants running longer, retirements getting delayed, and weaker investment in clean energy. They also point to higher indirect costs from air pollution and climate damage tied to heat, storms, and wildfires. On top of that, developers, utilities, and state regulators would be left with more uncertainty around carbon capture, renewables, and transmission upgrades.
Court challenges from environmental groups and Democratic-led states are likely, and the EPA proposal still has to go through public comment before any final rule can take effect.
