This is something that the show’s creator, Eric Kripke, has strong statements about.

Tired of the superficiality of certain fans

“What are you waiting for? A fight scene every episode? First, I can’t afford that. And second, it could be so empty and hollow, and that could just be shapes moving without any relevance,” Kripke stated. But he wanted to emphasize that it’s not just that they don’t have the means to do a fight per episode, but also that they don’t want to. “We think we have all these important character details. We have about 14 characters, maybe 15. And we owe it to all of them (…) I owe it to all of them to develop and humanize them in the story.”

Declaring himself furious that people reduce the narrative to moments of violence and do not understand the subtlety of character development, Kripke has ended up stating that if you think that if no one is shooting, nothing is happening “you are watching the wrong series”.
