FIFA has pulled back its $20 billion FIFA Forward Enterprise (FFE) plan, the proposal that would have moved the World Cup’s commercial rights into a new company. It had been taking heat for months, from football bodies and from within FIFA itself. FIFA president Gianni Infantino said the plan had created divisions “not in the best interests of football,” so for now those World Cup commercial rights stay with FIFA.
In FIFA’s proposal, FFE was valued at $20 billion. FIFA wanted to sell 20% of it and raise as much as $4.2 billion to speed up development funding. The same plan would have given each of FIFA’s 211 members a one-off $20 million payment, while four-year funding would have gone from $8 million to $20 million. That backing from smaller federations still wasn’t enough.
The Union of European Football Associations (UEFA) led the resistance, and reports said a boycott threat was on the table. There was pushback, too, from the Confederation of North, Central America and Caribbean Association Football (CONCACAF) and the Asian Football Confederation (AFC). Critics pointed to FIFA’s nearly $5 billion in reserves and said there was no real need for outside capital. They also warned that investors could end up with influence over FIFA’s most valuable rights, all through a process critics said was marked by poor consultation and a lack of transparency.
For anyone paying attention to who controls football’s biggest tournaments, that’s the heart of this decision. You can track it through FIFA’s official channels. For now, control of the World Cup’s commercial rights stays in-house.
