The major components of these plans have been a source of scrutiny, with the completion of earlier phases still in question.
Musk’s optimistic outlook comes amid a troubling backdrop characterized by declining sales and significant distractions linked to his political engagements.

Since its inception, Tesla has laid out three master plans aimed at guiding the company’s trajectory. The original “Secret Tesla Motors Master Plan,” released in 2006, successfully outlined steps that included the development of the Roadster and Model S, leading to Tesla’s emergence as a powerful player in the automotive industry.
However, the subsequent plans have not fared as well. “Master Plan Part Deux” saw ambitious projects like the solar roof flop, leaving Tesla to pivot to more traditional solar panel installations.
Currently, “Master Plan Part 3” focuses on transitioning the world to renewable energy and solving climate change challenges. Despite an exhaustive 40-page white paper published in 2023 that offers a compelling vision, little progress has been observed.
The failure to deliver on promises regarding self-driving capabilities—reportedly only 5 times safer than human drivers—has cast doubts on the ambitious goals set forth by Musk.
In the recent “all-hands” meeting, Musk referenced “Master Plan Part 4,” hinting that it would involve autonomous vehicles, humanoid robots, and advancements in solar and battery technology.
However, with many of these concepts originally proposed in earlier plans still unrealized, skepticism abounds regarding their feasibility. Critics note that Musk’s tendency to overpromise raises questions about whether this new vision will ever see the light of day.
